Well, I own two dogs who are aggressive to small animals like cats, but never shows aggressive tendencies to people. Is this normal? Is it possible that they might turn on people? Shouldn’t a dog be friendly?
I guess every dog has a different temperament but I don’t think aggression towards small animals is anything to get worried about.
For example I have a dog which was bred specifically to kill rats, but he is a very friendly dog towards people.
I feel sorry for the cats though
Provided it shows no aggresion towards people and has been socialised with small children this isn’t physical problem. Legally and karmically (it’s a word now) you could be in deep doo doo, but that’s another story.
Dogs will instinctively kill small animals. Cats are just another small animal for a dog that has never been taught otherwise. You wouldn’t be worried if it started killing birds or rats, and to the dog a cat ois no different.
Regardless of whether this behavior is “normal,” I hope you’re taking steps to avoid further enounters with cats.
As long as they’re friendly towards people and other dogs, and you keep them away from cats you should be fine.
You wouldn’t believe how many people believe that my pit bull is dangerous to people just because of his breed. I tell them to watch how my dog interacts with people instead of making ridiculous assumptions based on third-hand stories.
One day the dog’ll meet some butch-arse cat and then it’ll really be in trouble! 
For a bit of anecdotal information, the dog that shares my residence absolutely adores people – he’s completely docile and affectionate toward them – and is also the most vicious dog-killer I’ve ever seen. He’s covered with scars from fighting, and any dog that makes the mistake of wandering into his territory is doomed.
The cats are smart and will team up on it.

My dog loves chasing rabbits and squirles and birds. I don’t let him chase cats though, because I take him to a friends house who has 2 cats. Goliath always wants to play with Tucker and Sparky but they are afraid of him and run, and triggering him to chase. Either the dog or the cats need to be outside, but I doubt that Goliath would ever kill a cat.
[aside] For some reason I keep seeing a cat with a bottle of “Mr. Hyde” serum.
