And directly pointing out that, even if they voted against it, they would still get funding in their districts.
To be fair, he’s known some of these people a long time. He knows who he can work with and who he needs to work around.
Even with much smaller majorities in congress, even with Manchin and Sinema, he managed to get through some impactful legislation.
