Is Castro jumping the gun by ditching the US Dollar on November 8?

I read in the newspaper that starting November 8th, Cuba will no longer use US Dollars as currency, and will offer significantly lower (something like 5-7 percent) fees for converting to Euros than Dollars). This is apparently in retaliation for numerous anti-Cuban :confused: policies the Bush administration has enacted.

Now whether or not this is supposed to make sense, or even do a remote amount of damage to the US Dollar on the global market or otherwise, isn’t Fidel Castro jumping the gun by doing this so soon after the election? What if John Kerry gets elected and enacts Cuba-friendly foreign policy? Isn’t this kind of a gamble on Castro’s part?
