Is he the drunk guy who is in the square in Venice in the Gondola/hovercraft scene?
Don’t think so. IMDB doesn’t show Moonraker as one of Douglas Adams’ credits and the full credits for Moonraker don’t list him. Cubby Brocolli was one of the guys in that scene though.

‘Man with bottle’ appeared in The Spy Who Loved Me, Moonraker, and For Your Eyes Only, and was portrayed by Victor Tourjansky.
If you watch the Bond DVDs with the audio commentary tracks, they explain how this is one of the series’ insider jokes that keeps popping up. Victor did such a great job with the “is it that I’m that drunk?” reaction take, they kept him at it.
Maybe he’s the pigeon.
I’d hope so, look at his first film credit!
