I heard it before years ago from a friend who was pitching ideas to a tv production company. I just googled it and although I get lots of ‘true bizarre facts’ sites saying it is I’d like to verify it from a more reliable source.
He might have meant Uruguay. A bill was passed legalizing it in 1920 so long as the seconds had it approved by a three member panel “court of honor.” The law was repealed in 1992.
Is there a place where dueling *is *legal? I mean, I guess you could get away with it in some place like Somalia, but still…

I would say that duelling is not illegal in many countries. Which is to say, killing is illegal everywhere, but few countries actually have specific ordinances about duels.
But are there any where killing is okay as long as it takes place within a duel? I doubt there are, but just checking.

Well that’s why I was asking about Paraguay. My friend specifically said it was legal but there were set rules.
Well, until sometimes in the 70.s it was legal to kill a Turkish person in Iceland. Not that anyone ever did.
That might not count as a duel though; as it would only be legal if the Icelander won.
I was doing research in Paraguay awhile back and don’t recall dueling ever being mentioned.
From googling the law or legend seems to be:
"Dueling is legal in Paraguay, as long as both parties are registered blood donors. "

A long time ago, back in the 16-18.th century, Turkish slavers attacked some Icelandic villages and made off with some of our fine wimmin (I guess all the vikings were hungover or something). To repell future attacks, some of these villages set up militias and built a few pretty crappy forts, of which none remain today.
In addition to this, this previously mentioned law was set. I doubt the Turks cared about the law and I seriously doubt anyone would try to put someone in jail for killing a slaver, but anyway. History goes on and the law is forgotten.
Up come the 1970.s and someone stumbles upon this law in some old law book. Turns out it was never repelled, which was pretty quickly corrected.
So up until the 70.s, it was legal to kill a Turk in Iceland.
I’m going to give this a bump in case any Paraguans or Paraguay experts happen to be parading around the SDMB today.
