If you google there are lots of small paper-making businesses who offer it. There are instructions for making your own, too. I’ve seen it growing in decorative ponds around here (San Diego).

Yes it is available. You have to watch out for dis-reputable sellers though that make them out of banana plant leaves instead of from the papyrus plant. If it’s real papyrus paper you can fold it in either direction and it won’t crack.
