Is Fire Marshal Bill (Jim Carrey) "undead"?

Okay, now that the obligatory FMB quote is out of the way…

I was watching a compilation of FMB skitson YouTube when it struck me, the crazy old Fire Marshal has some rather unusual traits and abilities, yes they’re played for laughs, but taken at face value within the FMB-Verse, he is;

1; immune to fire damage, aside from getting singed or sooty
2; able to withstand explosions
3; able to withstand electrocution
4; able to withstand the hard vacuum of open space
5; able to chop off, shred, mangle and otherwise mutilate his extremeties with no blood loss or effects of shock
6; eviscerate himself and survive
7; able to survive decapitation

Any one of these could kill or critically injure a normal human, yet Bill shrugs it off with a psychotically happy laugh

So, aside from handwavium and plotonium, what makes Bill able to withstand such abuse and mortal wounds?

Is he some form of super/meta human?
Is he an alien?
Is he some form of Undead?

At first I thought this was a pretty dumb question… But then I started thinking about it and now I must also know these answers.

He became more & more cartoon-ish as the show went on and it became a breakout character, but originally he was just supposed to be a Fire Marshall who was horribly burned and went to schools to teach kids à la ‘Scared Straight’. Carrey achieved the effect disturbingly well by not only using makeup but by talking while keeping his (supposedly burned off) lips curled in!
