Is it possible, at any price, to get Internet service without Terms of Service?

Other than by becoming a network peer, piggybacking, or theft of service, is it possible to obtain an internet connection that does not come with a Terms of Service agreement, or comes with a terms of service agreement that only forbids explicitly illegal acts (e.g. “Terms of Service: If you break the law, we may suspend service. That’s, thanks for reading, have fun.”)?

E.g. a connection without Terms of Service could be shared for profit, or used to send legal “spam”.
