Is it true that Luke Besson created an entire language for Lilu to speak when he came up with The Fifth Element? I heard this from someone who heard this from someone else. you know.

No. Luke merely used the force.
I think it is a mixture of many languages. I’m not sure, but I think there are some recognizable words in it from spanish, french and latin at least. I don’t think it can be considered a “language” since it probably has no grammar, spelling or specific vocabulary, but a “collage” of other languages.
Luc Besson did indeed invent the language:
"The language spoken by Leeloo was invented by director Luc Besson and further refined by Milla Jovovich. By the end of filming they were able to have full conversations in this language."
For the record, the “goofs” and “trivia” sections on IMDb are provided by the general public, and no substantial effort is made to verify the facts there.
I’m not saying it’s not true, I’m just suggesting that IMDb isn’t the most authoritative source for confirming or debunking urban legends.

Since "Lulu (British singer from the 60’s) did not appear in the film, and “asks for Dallas asks Dallas” doesn’t really show much knowledge of anything, I don’t think we should take those entries as fact. YMMV
