Yes, but you will have to have an account established and loaded with money from a bank account (or I suppose you could probably send in a check). Credit card’s the easiest way to pay, but Paypal will charge the recipient a fee (percentage based), which he may pass on to you.

I’ve used Paypal several times now, on both sides of the transaction, and had no problems.

Paypal as a method of transferring money is safe in the sense that the money will not be lost in transit, but there is no guarantee that the recipient is not a crook. That is not paypal’s job.
It is reasonably safe.
It looks like they now require a bank account # to open an account. I still have only a CC with them though. If you list a CC and bank account they will draw from your bank before your CC.
Paypal was bought by ebay so they work well together. Be sure to check any new rules they may have, they do insure your money transfers, but not all of it. I wrote them really fast once to keep them from paying a guy who someone told me was a ripper, so Im sure they didn’t pay him, but ebay only gave me $5 back & paypal another $5, so they kept $25 (deductible), sigh. Purchase was $35.00
MasterCard and Visa both prohibit, in their vendor contracts, the practice of a vendor charging more for purchases made with a credit card, versus a cash purchase.
