If your flagpole is on a boat, you may not want to because it is a distress signal.

No. You’ll probably piss off some people, but you can basically do whatever you want to the flag. There are flag protocols that say you shouldn’t let it touch the ground, etc., but no laws prohibiting such things.

Even if a certain candidate for President of the USA is elected and I feel this is genuinely distressful, even catastrophic, the state of CT could still nail me for false alarm?

There is in fact a law about the display of the US Flag. USFlag.org: A website dedicated to the Flag of the United States of America - United States Code

It does have a ruling about displaying the flag upside down.

There are no penalties in the law for any offenses; it’s mainly a codification of the proper way to display the flag.

Please note the word “should” in your cite. If this were an enforceable law that some cop with a hair up his ass could ticket someone for, it would say “shall”.

Your local constabulary can doubtless charge you for “disturbing the peace” as soon as it panics or disturbs one of your neighbors.
There are a million activities that are not explicitly prohibited by the letter of the law that will wind up with you catching a ‘disturbing the peace’ charge.

On edit: of course, I’m not saying that you WILL be charged with the above, but it’s within the realm of possibility. Like most interactions with police, your outcome is highly influenced by your attitude and responses.

The question was about laws, and this is one. I agree it’s not enforceable, no one said it was.

A couple of guys at my college got in trouble with the local police for hanging a U.S. flag upside-down in their dorm window. At one point the ACLU was taking the case, but that was some years ago and I haven’t heard anything about it since then.

The two most likely outcomes:

  1. People won’t notice
  2. Those that do will think you are too stupid to know right side up from upside down.

A hotel I stayed at in Tehran had a 2m US flag hanging upside down behind reception with several black stripes across it. Above the counter were brass letters spelling out “Down with USA”.

The young Iranian woman working at reception was profoundly apologetic when she saw my US passport… I just thought it was all quite interesting.
