Got the lab neutered about 7 weeks ago. No problem. Fast recovery. I’ve noticed in the last week he is having what I guess are erections. I don’t know how to put this delicatey other than to say the “red” part comes out.
Is this normal even after a dog is neutered? Don’t say ask my Vet. No way. I’d rather ask you. 
When an animal is neutered only the testicles are removed, not the penis. So I would bet your dog is neutered 
I ocaisionally see my dog’s penis. He’s been fixed for years.
It’s normal in all the neutered dogs I’ve seen. Not that I look or anything…
Ditto with the cats. Especially when “pawing( nursing )” at my wife’s neck. They’re in a high state of pleasure and comfort, and so they show a little winky. Doesn’t make em bad kitties, just makes em human. 
And yes obviously, they’re all fixed.

At my hospital, when we see a dog’s penis sticking out, we tell them to put their lipstick away.
And yes, it is OK that his penis comes out once in a while. It doesn’t mean anything other than that he is relaxed and happy.
Good thing your dog’s neutering went well. Tonight we had a full grown Great Dane come in with complications. His scrotum was swollen to the size of a basketball! Happens a lot in large breed dogs. We had to icepack it.
