I transcribed that myself and let me tell you it was goddamn painful.
That was Trump talking to the Detroit Economic Club, AFTER he repeatedly trashed Detroit as essentially a 3rd World country.
EddyTeddyFreddy, I have to admit that your Trump quote, unlike some others in the thread, really does sound confused to me.
My problem is with underestimating an often wily adversary. If Trump wins, will his confusion lead to him, say, forget that he wants Mark Miley executed, or to his losing interest in finding a complete toady for Attorney General? And then, what, after a year or two an obviously dementia-ridden Trump will be replaced by J. D. Vance, who would at least be a less erratic commander in chief? Could be, but I doubt it.
Was your Detroit quote verbatim, or a cleaned-up version of what somebody thought he meant to say?
It was from one Andrew Egger at the Bulwark. Progressive? No, but that web site is uniformly anti-Trump.
As for cleaning up ums and ahs, many transcribers do that. As someone who prefers reading to listening, I appreciate it. And I do not think it takes away important information.
With Trump, the ums and ahs are very important. Cleaning up his speech creates a false impression of coherence.
You know what professional public speakers don’t do? Ums, ahs, etc. Unless they used to be a proficient public speaker but are now declining in their older years. Then you get a lot of ums, ahs, “you know what I mean”, etc. And that last one was about Biden. Cue up Dana Carvey’s SNL bits.

The projection is strong: I happened to see a comment today on Facebook by a Trumper saying how the US was the most respected country in the world when Trump was president and how the world is laughing now at the US under Biden.
The audience at the UN General Assembly literally laughed at Trump when he claimed in his speech there that his administration had accomplished more in two years than any other administration had in four years. [I don’t remember Trump’s exact words but it was something close to that]
Trump’s not the only one that is confused.
I am fine with that. But not sane washing.
A large part of editing out the “um” and such comes across as sane-washing, though. It eliminates moments where he’s trying to find a thought, and makes it seem more linear.
