Reading, but it didn’t seem to me to be notes. It seemed to be a script. And he sounded like a fourth-grader reading aloud from a book. None of his normal animation, no “Nobody’s ever seens …” and similar. Just a rote reading of a script.
It was when he went off-script and ad-libbed that the regular Trump appeared. There were the “Nobody’s ever seens …” and similar. At one point, some supporters off to his left cheered a remark, and the script was forgotten for the next three or four minutes, while he did his usual rambling.
