I know it was a comedy so they didn’t think it through, but yes we have Meryl and Goldie “alive” years later, with holes inn their guts and body parts falling off, hurr hurr that’s funny stuff. They got what they deserve.

Loathe as I am to defend Niven’s plot holes, in this case - the situation in Gil the ARM stories was overcome by events of the invention of Boosterspice. The situation of organlegging never lasted long enough for anyone to see the long-term effects of continuous organ replacement. The oldest living person at the time, Lucas Garner, was somewhere high of 180, and looked like a mummy (or a protector…hmmm). I’m not sure he got many/any? organs, but I don’t think it was ever mentioned.
The nearly-indistinguishable-from-magic (we won’t talk about the details) organ transplant tech of Known Space already can attach limbs and all the associated nerves with no problems and it works and feels just like the original. Transplanting a brain is just more of the the same. Whatever child’s play method they use, Dr McCoy, to attach thousands of nerves in an arm (an ARM arm…) just takes longer for the millions of a whole brain.
To me the real problem of transplanting your own brain to evade the police is the fact your henchpeople have no real motivation to actually finish the operation, and every reason NOT to, since now they know the truth and are a liability. Which was also a plot issue in Face/Off.
Yes, the fantasy of living longer (if not forever) via surgery or magic has inspired many well-known works. So far we’ve listed Mary Shelley’s Frankenstein, Huxley’s novel After Many a Summer, Larry Niven’s and Robert Silverberg’s explorations of the topic, and the movies Face/Off, Death Becomes Her, and The Clonus Horror.
Add The Island and Get Out. And probably many others not coming to mind at the moment.
Of course most consumers of these stories don’t have the resources Xi (and to a lesser extent, Putin) have to put their ideas into practice—no matter how many die in the process.
At least Donald doesn’t have their scope of action. If he tried transplanting his brain into Don Jr.’s body, there’s be at least a pro-forma outcry.

For DC I’ve heard they are staying in hotels in Northern Virginia. The DC Guard is probably commuting from home. That is a logistical nightmare.
Being activated federally doesn’t give them immunity from local and state laws including trespassing. He can put them on federal land but they just can’t occupy private, city or state property.
