Agreed, but most folks (most importantly, cops and traffic court judges) who have heard a train horn would agree that in the context of automobile traffic, it is loud and harsh.
The first one is just a bunch of jackasses that deserve to be ticketed and maybe even arrested, and the second one - if you need to use hearing protection, there’s no question that it’s too loud. Not harsh though - nice and smooth.
Really cute, But I’m not sure I’d trust my little girls hearing to that protection. She is having a ball though.

There’s a google ad at the bottom that reads: “Super Loud Auto & Truck Horns Kits Starting at Only $x”.
I guess that it’s illegal to own/install a fog horn in your car, but legal to sell.
I suspect the real reason is more embarrassing to the owners than made illegal.

I used to fantasize about putting a train horn on my car. Back then, I was driving an '87 Chevy Nova (the one that was a re-badged Toyota). One of that car’s many, many problems was a wimpy little horn that nobody ever noticed.
