I think the title explains itself!
It’s a style question. In my organization neither “veto session” nor “lame duck session” are capitalized.
Other organizations may style it differently.
What about State General Assemblies and State Senates?
General Assemblies and Senates are official names of groups – therefore proper nouns and capitalized.
