My sister has the same reaction to shrimp. She can’t even peel them or her hands swell and she can’t breathe. Luckily I don’t share that allergy!

No, it’s not normal. It’s an indication of a shrimp allergy. It might be mild enough so that it took a massive dose for him to react, but there’s no guarantee it won’t be a LOT worse next time.

Would probably be best if he just avoids shrimp from now on, but people so rarely take that sort of advice…
