The only evidence says otherwise: there’s a late-season episode where Picard and Bev are telepathically linked for most of the show, then at the end they have a little candlelit tete-a-tete for which Bev turns up in a skirt split up the front to just about where she herself is split. They discuss the secret thoughts that the telepathic link revealed. Picard opines “Maybe we shouldn’t be afraid to explore that side of our relationship” and the Dr replies “And maybe we should” and exits without another word, leaving Jean-Luc to contemplate in silence for a while before symbolically blowing the candle out.
The PD violations were brought up during Picard’s ad hoc court-martial in The Drumhead.
