Japanese porn question (so adult subject obviously)

I’ve noticed lately that a lot of Japanese porn on pay per view type sites (not going to link to the one’s I go to in the OP) has much of the action blurred out and it sort of struck me as odd. This is porn that seemingly comes directly from Japan, but being shown on web sites that are international (or even US) oriented where full on XXX type porn is legal.

I assume the porn was originally created for the domestic Japanese market, and it’s obviously XXX type porn so I’m curious why they would blur it out. It’s obviously not the folk who run the sites since it sits side by side with full out XXX porn, so I assume it must be the Japanese themselves who are doing this. My question is why?

(I’m unsure whether adult questions are appropriate to this forum so I’m trying to keep this as clean as possible. I’m pretty sure there is a GQ type answer for this, though if the mods think the subject is inappropriate feel free to close down or lock the thread or move it to a more appropriate forum)

As far as I know, it’s the law in Japan not to depict sexual organs or pubic hair.

The explanation I’ve heard is that Japan has stricter censorship laws then most Western countries, and as a result showing penetration is illegal there, even in films meant purely for adults.

I’ve heard the same reason used to explain why Japanese porn tends to the more, err…exotic. Since they can’t show plain vanilla sex without blocking things, they go for the more ahem creative stuff.
