Juvenile detention center - rules for admission?

My brother and mother get into frequent arguments. My mother’s way of escaping/winning these arguments is to tell him that she can dial 911 and get him commited to the juvenile detention center for being disobedient. I, however, disagree. I told my mother my objections, and she assures me that she is correct. I live in Fayetteville, AR. What are your opinions?

I live in Florida, and I’m pretty sure around here you can only go to JDC if you’ve committed a crime. Being disobedient is not a crime. If your brother hit your mother during an argument, though, she could send him there.

I think there’s some way you can declare your child to be incorrigible, and to give up responsibility for his/her actions. Then it becomes the responsibility of the state. Maybe that’s what she’s thinking of. (Of course I would assume you’d need more than the parent’s opinion on that.)
