Laptop Battery Diagnosis

I have an HP Mini 210-1091.
I am restoring this rascal.
I dropped it multiple times.
I have broken the screen, (which I just now replaced!) the power cord to it, and the battery is not charging.
So, I love this rascal, and it is something of a quest, now, for me to restore it to full functionality.
My current challenge? My battery is not charging. I will replace the battery if it needs it, but the price is from 40-120 dollars. I won’t mind spending for a new battery, but, if it doesn’t need one, I’d be a jerk to pay and then it not be the problem. I don’t know if I have damaged something inside the computer or if I damaged the battery pack itself.
On my “Battery Charge Status” on my toolbar it says “plugged in, not charging”.
How do/can I test this?
I have a multimeter (cheap) and I do not know how to use it. On top of that, I can’t make head nor tails of the battery connection on the device. It is this one http://www.ebay.com/itm/9cell-Battery-HP-Mini-210-1091NR-HSTNN-IB0O-HSTNN-IB0P-HSTNN-Q46C-582213-121-/220865636752?pt=Laptop_Batteries&hash=item336c9e2990#ht_3100wt_1000 (or similar) and I wouldn’t know how to begin to test it.
Can anyone here give me a step by step? Or something close?
Thanks,
hh
