Since “under German rule” isn’t the WWII Nazi occupation, I’d guess we’ve got the Weimar Republic or pre-WWI Prussia, so we’re looking at present-day Germany, parts of Poland, the Czech Republic and Slovakia (or Czechoslovakia, if you prefer).
