Munir made his international debut for Spain after appearing in about 3 senior matches for Barcelona. Is this a record for least? (Ignore his Barcelona B appearances).

I think this would be rare only for top tier countries. I’m pretty sure that for some countries, many amateur players will have appeared. Does Tonga even have professional clubs.
Or did you mean to restrict this to Spain and La Liga?
I understand that it could be different for smaller countries, but not restricted.

FYI, in cricket several players have appeared in Tests before First Class. Wasim Akram, had just the one game.

Julian Green when he was picked for USA at the World Cup had made only one sub appearance for Bayern Munich in a CL game when Bayern were already through (he had also made 23 appearances for Bayern II, but they play at an even lower level than Barcelona B).
I would point out though that Barca B and Bayern II do count as senior appearances (unlike, for example playing for Man Utd reserves who play in a league of reserve teams) and that players have been played internationally whilst playing for the non-reserve teams in their respective leagues.
There’s also international teams most of whom’s players play at amateur levels well below the Segunda Divsion or even 3.Bundesliga.
I just thought of another player: Jovan Kirovski was capped twice for the USA with zero senior appearances. At that point he wouldn’t have even played that many reserved games for Man Utd.
