Naah, Klingons aren’t Lawful Neutral. No militaristic conquering society is Neutral.
Vulcans are True Neutral. Except for Pon Farr, when they’re CN.
Oddly enough, not all the Chaos Powers from the Warhammer(40K) universe are Chaotic, IMO:
Khorne: Neutral Evil/Lawful Evil (depending on how much you buy into the whole self-discipline/loyalty thing)
Nurgle: Definitely neutral evil (gods of pestilence are almost always neutral evil)
Slaanesh: Definitely chaotic evil (individualism and charisma and decadence ftw)
Tzeentch: Chaotic Neutral (change for change sake. They’d be Chaotic Evil according to our standards of the world but this is Warhammer, so relatively speaking they’re not Evil.)
Lindsay Lohan: Chaotic Neutral
Don Corleone (or nearly any Mafia leader): Lawful Evil
MacGyver: Chaotic Good
I would say that Klingons lean heavy on the Evil side but (in TNG I mean) they don’t cross. Easy for me to say when I am not conquered by them I guess though 
Re: the Joker discussion above. Sure he has elaborate plots that take planning but his life view is all about tearing down the structure of society. Definitely Chaotic.
Being a career foodservice worker, I’ve come to the conclusion that kitchen staff (cooks, dishwashers) tend to be Lawful, while front-of-house staff (servers, bartenders) tend to be Chaotic.
