He’s a demented old man. Granted, he never was a good person to begin with but now the cruelty really lies with whomever is exploiting a demented old man. I’m not sure there is enough of him left to be capable of making a moral or immoral decision–he’s just a mean, walking, talking vegetable such as you might find in any long term care facility. He probably screams at walls and statues as well. He is no longer of this world.

Only if he can corral the rest of the cabinet. That seems doubtful. They have their own self-interests in mind, which they clearly judge are better served if the boat is not shaken

He’s smart enough to realize that, as well. His best chance, which isn’t very good at all, is still to try to finagle his way to being a successor than by attempting a palace coup. Or, I suppose, that’s his best chance he can control to any degree (also poor). His actual best chance is to hope Trump’s health fails him sooner rather than later.
