Limo Numbers

In Los Angeles (at least), all of the limos have ID codes of some kind on their bumpers that begin with “TCP” and are followed by a string of numbers.

Now, those of us in the computer biz have joked about the limo dispatchers wanting reliable, in order delivery of their vehicles (hence TCP - Transport Control Protocol), but I get the sneaking suspicion that this is not the case, particularly since the string of numbers is not in
the right format for an IP address.

So, what gives with the TCP? Does it actually stand for something or is it just a random ID coding?
