Link in one Windows 10 virtual desktop uses browser in other desktop

If I am in desktop #2 and click on a hyperlink in an email or document, it opens the new tab in the browser open in desktop #1 instead of the current desktop. Even though there are browser windows open on both desktops, it seems like it uses whichever one was opened first. I use Chrome; I have not tested this behavior with other browsers.

Is there any configuration that can resolve this?

(I have a similar problem with Excel but I figure that’s beyond hopeless.)

I’m thinking the two tabs, although separate windows, may be children of the same process. Did you drag the tab on the second desktop out of the window of the first one?

Does the same thing happen if the two Chrome windows are created independently by launching them separately to begin with?

Yes. I open Chrome on one desktop, then open it again on the other (from the taskbar).
