Obviously this is too soon to have all the details, and I hesitate to offer an opinion before all the facts are in.
I still feel impelled to say, though, that at least an outline of the story sort of writes itself:
The victims knew each other because of Miller’s plans to enlist in the Army Reserves following graduation from high school.
Arndt had been assigned to coordinate Miller’s entry into the Reserves, and her father has said his daughter was a “little smitten with this guy.” Kevin Miller said his daughter left their Rockville home Sunday night, saying somebody in her platoon was suicidal.
And an especially useless codicil:
What a crying shame. A seventeen year old with a promising future, gone.

Not sure what you mean by “rather than” - if I am not mistaken, the Army provides health care for its soldiers.
Although you are probably correct that a recruiter who wants to screw his enlistees is not going to get a lot of support.

I think what newcomer means is that psychiatric problems are generally not admitted. They are covered up or denied as far as possible. (Cite is my 6 years of army experience.) Sure, the army provides health care; but for psychosis you are blackballed for advancement. If you don’t advance in rank, you are separated.
You are correct in saying that a person in a superior position messing with a subordinate would not be tolerated. He would be court martialed.
