Specs:
Fits onto 1-1/2" trailer hitch
Can hold aluminum (fat tube) frames.
Can be secured to trailer hitch with padlock (I have a friend who’s rack was stolen off her car).
Bike can be locked on to carrier (I have several friends that have had bikes stolen off their car carriers).
Can hold at least 2 bikes.
Can anyone point me toward anything specific?

Try Yakima and Thule for starters.
We carry ours on a Thule. My brother got it for his van about 5 years ago. It has held up well and is easy enough so that when just us girls bike ride, we can assemble it and get the bikes on and off pretty easily.

I have seen bike racks for cars, but never car racks for bikes…
I have used an early variant of this , which worked great for my purposes.
(The only problem being when you want to get to the boot…)
