It’s not effective. Loose skin under the neck cannot be improved by any cream, lotion or spray.
Surgery has limited effect as well.
There is a thing that is basically a string with two clear sticky tabs that you can attach to your neck skin and pull things up and back - you then hide the string in your hair, and viola!
However, the product you linked to is junk. Even Retinol, glycolic acid or Alpha or Beta hydroxy acids - which all have clinically proven skin improvement effects, won’t do diddly for loose neck skin.

I figured the product was probably junk, but I would think surgery at least would help! Why wouldn’t it?
Surgery WOULD help - it just won’t erase the problem. From what I understand, the only way to surgically improve loose neck skin is with a complete face lift. The problem is that the neck skin tends to sag in more than one direction, so just grabbing the edges of it and hiding the scar in the hair line will improve the look, but not solve the problem all together.
However, I don’t think you can do just a mini-lift with the neck - I think you need the full meal deal.
I suppose if I was considering painful, costly surgery, I would want FABULOUS results, not just OK results.
