Here’s a link to the British Legion, the charity who sell the poppies, which should shed some more light on it. Every politician and TV host wears them for about two weeks leading up to 11/11/11 (and the general public, obviously).

I have a friend who makes them out of beads and wire instead of paper, I can’t remember the name of the technique but it is 17 and 18th century french and quite pretty.
