Who is in charge of updating the lotto billboards with the new jackpot amount after every drawing? Is this a responsibilty of the billboard owners, the Lotto commission, independent contractors, or other group?

May I add, is there a method to change these without climbing up the billbaord? I see some of these every few miles or so, and they are always updated, and can’t imagine someone is dispatched every three days to climb all these and change them.
In Florida, it’s a guy with a ladder.
The ones in NJ seem to be electronically remote-controlled. The digits are not single objects, but are in pieces such as would flip with a servo mechanism. Wish I could describe it better or
