One thing you can try: Go to Control Panel > System > Hardware > Device Manager, select View > Show hidden devices, open up the “Non-Plug and Play Drivers” list, right-click on the “Beep” device, choose Properties, and select one of the “disable” usage options.

This has worked for me on a few laptops (at least to disable the beep when Windows is running–I’m not sure if this will stop the power-on beep), though not the one you’ve got.

ISTR that the power on beep(s) are generated by the Power On Self Test (POST) routines. See: Power-on self-test - Wikipedia

You can see where the beep code could be useful in situations where either the video has gone south, or the computer’s boot up sequence is failing before the video system engages (for example, power supply issues).

If the single beep on power-on is the POST audio code for “everything’s fine”, you probably don’t want to disable that. Besides, that beep isn’t going to interfere with anything, since the computer hasn’t even booted up by that point.
