You can’t wear anything on your pitching hand. And yes, the reason it could scuff the ball and/or distract the hitter. Similar to why a pitcher may not wear a white glove or a long white sleeve.
Whitey Ford, a lefthander, was known to scuff the ball with his wedding ring.
