Matthew McConaughey soccer movie based on true story suddenly canned

The news articles talk about "“received disturbing allegations surrounding aspects of the true story on which the drama was based”. That seems to me like some of the players were abused by an adult involved with the team.

The article in People Magazine (quoting the Daily Mail) has more information which bears out my speculation.

According to The Daily Mail, the movie was scrapped after allegations against Kinder, 83, were sent to the production company. In a letter from an unknown source, Kinder was accused of calling players by “inappropriate nicknames” and touching one player “outside their clothes,”

Talking to the outlet, the Dallas coach denied the accusations and said the letter “was pretty cryptic.” “There was nothing there, nothing ever happened,” he said.

What exactly does “outside their clothes” mean?

Like underneath their clothes, touching an exposed area like a leg or lower back, or they were in a shower and he touched them?
