I’m pretty sure they didn’t let him near the car. He probably shouted obcenities at the forensics guys while he was forcibly removed from the area, and then rewrote that in his mind to equal him walzing up to the car, ripping off his sunglasses dramatically, and proclaiming his judgement.
Guys like this always add fantastic details to their stories in order to bolster their poor self-esteem. The problem is that he probably does this so much that he has convinced himself that his version is true. The human brain is a strange beast.
I’m no forensic scientist, but isn’t identification usually done in the morgue? In any case, I can’t imagine the cops letting him in to ID the body while it was still an active crime scene.
I’ve never identified a body at a crime scene and I’ve never identified a body full stop in America… point being I’m quite happy to admit being ignorant, I’m not going to proclaim myself chief judge of plausible police procedure ™ particularly with what according to OP’s account is a force that doesn’t really stick to those procedures in the first place.
edit: It occurs to me though that I have strolled around road traffic accident scenes in the UK before, and they are treated as potential crime scenes when there’s a possibility of a death.

if there were paramedics there still working on her I find it hard to believe you could even get close enough to the body to ID it.

Stan says that not only did he walk up and see the body, but that he also managed to walk right up to a car that was being inspected by the police. How likely is it that he did this twice?
Now, I know that none of the above are absolutes, and I’m not an expert in crime scene analysis. But I find it unlikely in the extreme that this went down the way he describes. Particularly since Stan has shown himself to be prone to…let’s say, ‘flights of fancy’.
