Well, we’re not entirely certain, but here’s a rough idea. Gravity and angular momentum forces galactic matter into an accretion disk around a black hole in the centre of a galaxy. As the accretion disk orbits the black hole, electrodynamic forces come into play, and forces out a highly collimated jet of relativistic plasma (probably electron-positron or electron-proton).
So not really plasma from a black hole, but more from the “active galctic nucleus” or AGN, which is the black hole plus the accretion disk.
