First try this mentally, then with a real bill.
Take a one dollar bill and place it face up on the table.
Notice Washington’s eyes are just above and to the right of the centerline.
The bill is going to be folded a few times, first on one axis then the other. First left or right, then up or down, then left or right again.
Do this first mentally, then physically.
When done, you must unfold very carefully to confirm your answers.
Move the half with the eyes over on top of the other half.

The instructions, as given, seem too vague to match up with the picture show. I’d assume moving ‘over on top of’ to mean that the eyes must always stay on top. Apparently that’s not what’s intended?
It seems that way to me too, which is why I’m baffled. Folding the halves underneath each other won’t move the eyes, so I can’t see the point of this. I’m apparently misinterpreting. Little help, Dice? I wanna play, but I don’t know how.
I don’t know how else to say it “Move the half with the eyes over on top of the other half.”
Over does not imply under. If you move one page of a book over another, the first page is on top. You are moving the half. The half with the eyes move. Open a book with a picture of a face. Move the page with the face over the other page. The face page is on top of the other page, with the face touching the other page. You can no longer see the face.
