Less developed brain does not necessarily equal lesser moral status (Peter Singer is good on this point). But having no brain at all certainly does. Doesn’t have a brain = not a person = killing you is not murder. And yes, I am willing to extend this to humans who have no brain (e.g., anencephalic infants).

Previable human embryos which are soulless and feel no pain or fear
Formed born persons which are citizens of a state and do feel pain and fear (soul to be debated)

There is no answer because your question doesn’t make sense. I think everyone can agree that both a one day old baby and an adult chimp are alive. Stem cells are not alive. They contain DNA that may be useful in curing disease. Stem cells will never ever ever develop into a human.
