Being in college I can hardly avoid the term MILF in every day usage (not by me, by others) but Cougar is a new one to me.
I only started hearing MILF used recently, and it’s not usually in the context of desiring an older woman. I hear it used by twenty-something guys eying twenty-something moms. The context I always got from it was that they were sexy despite being moms, not because of it.
My friends and I had always referred to them as “yummy-mummies” in highschool ('90-'94).

Now, to qualify as a ‘MILF’, does the woman in question merely need to be a mother, or does she have to be old enough to be my mother? If the latter, then I know a few who’d qualify, but far fewer than if the former.
