Military question: Anti-aircraft mines

I recall reading about the Soviets having an anti-aircraft mine that their Spetsnaz would carry into the field (late 60’s early 70’s) I Want to say it was called a Strela-Blok it was a modification to the Strela-2 (a very exact replica of the American Red Eye)
From what I rememeber it worked with a simple timer which allowed their soldiers to get a safe distance away, then the second trigger was a simple decible reader. I can see how these could have been effective terrorist type weapons expecially after they have been hidden at the end of a runway.
What I want to know is if The US or any other country has any such devices in their weapons inventory?

Thanks in advance.

Now I have this picture of explosives-laden helium balloons… (Of coure, there is the barrage balloon.)

At any rate:
