I am looking for a creepy story - maybe about a black-eyed kid - and a guy with a boat approaching a dock. Any help?

The boat slowly approached the dock- the guy in it was looking for something… or someone… As he approached the dock he could make out a faint silhouette in the blackness. This one would be different. This child would have black eyes. As he neared the black eyed kid and the dock, the guy cursed his boat- always approaching, but never arriving

I’m pretty sure it in one of the “It Happened To Me” threads on forteantimes.com. I remember reading something very much like this there about 7-8 years ago.
