But then, I’m a little odd.
I’ve been flipping through the ol’ virtual music collection and I’m going to have to cast my vote, subject to change in the next 10 seconds, for Suspect Device by the Stiff Little Fingers.
I have to go with anything by DK. For ‘newer’ punk, anything off of Punk in Drublic works.
Yay! Someone else loves Fifteen! Fifteen/Crimpshrine are two of the most underrated punk rock bands ever. Of course, having said that, for the OP I’ll go with “Filler” by Minor Threat.

I’d say God Save The Queen or Blitzkrieg Bop would be good, instantly recognizable examples.
However, although compelling cases can be made for the Ramones and Sex Pistols, I contend that no one person or band started mid-70s punk, and it perhaps wasn’t quite fully realized until a year or two later. The first Clash album would fall into this category.
Rock n Roll itself is punk, IMHO. Elvis, Little Richard, Chuck Berry, the Beatles, Stones, Kinks, Who, Hendrix and MC5 all were probably as reviled as punks in their day as the Pistols, although only after the advent of the post-Vietnam era was the really cynical “fuck you” attitude as fully realized.

Two different questions. If somebody asked me to “play some punk rock,” I’d put on some early Stranglers. But they weren’t the “most punk” by any means…they were too old and Doors-influenced to be accepted by the punk fraternity even back in the '70s. Now if you asked me to play the most punk song I can think of, I think I’d go with “Oh Bondage Up Yours” by X-Ray Spex. Makes the Sex Pistols sound like Loggins & Messina, without lapsing into total chaotic noise-blat.
You must be under the impression that punk is about putting music back in the hands of the people.
