At first I thought the Queen must be visiting Canada . . . but, no, the story says this is in the UK (at least, no mention of it being elsewhere) for her Diamond Jubilee stuff. What else is happening with that?
Commonwealth contingents have done so several times in the past, many of them Canadian.
The Queen’s Guard and the Queen’s Life Guard aren’t the same thing. It’s much more rare for a non-British unit to mount the Queen’s Life Guard (probably for logistical reasons, since horses aren’t exactly the easiest things to take overseas).

They are wearing the red serge; I think the blue uniforms were being worn during training, but they are definitely in the red while on duty.
