When a movie you have downloaded is out of sync is this a permanent problem or isn’t there some kind of fix I heard about and forget now?
The video player you’re using might have controls for increasing/decreasing the audio delay - VLC (which is all I use) does, check its help for a hotkey list.
Absolutely you can temporarily (per play event) do this. I believe its ‘j’ and ‘k’ in VLC, which shifts in 100 ms intervals.
Otherwise depending on the codec the movie is encoded in, it should be easily possible by running through any number of software. some are even freeware or open source.

any normal popular file format should be possible - definitely avi, mkv and mp4 which are the likely culprits for your movie file.
