The old Lenny Kravitz tune “Mr. Cab Driver” came on the radio this morning. Catchy tune but just what the hell is a 165er. The urban dictionary’s got nuthin.
IIRC, 165 is police radio code for theft of service, i.e. a guy who splits without paying the fare. I think there was a thread on this a while back.
According to Lenny himself (TV interview, sorry no cite right this second) it’s because of the street layout in NYC. 165th street is the point where things get…um… “urban” for lack of a better term.
Anybody living north of 165th street is in Harlem territory and likely, black.

Yep … Penal Article 165 covers a variety of theft-related offenses, and penal law 165.15(3) specifically covers “Avoiding Payment For Transportation Services Rendered.”
