MTV2 video filter

On MTV2, between music videos when the veejays are talking, there is some sort of filter applied to the footage. It’s hard to explain, but, basically, they remove some frames to make it seem jerky–but it’s subtle, and consistent. Also, I think they reduce the resolution a little bit. It gives the footage the appearance of having been digitally compressed; there’s a definite quality loss but it’s not annoying. (Or maybe it is.)

My question is, is there a name for this? How is this filter applied; can it be done live?

From what I’ve seen, it looks like you’re watching a webcam over a modem - a span of frames is replaced with several copies of the first one in the span, so instead of seeing frames A-B-C-D-E-F, you see frames A-A-A-D-D-D.

I suspect it can be done live, it doesn’t seem like it’d require a lot of processing. But I’ve never used video editing equipment so I can’t give more than a WAG.
