In the history of professional golf, in what tournament is a mulligan allowed?
Well, according to a Straight Dope staff report on the origin of the term “mulligan”, mulligans are never allowed in tournament golf.
“Needless to say, ignoring the first stroke happens only in ‘friendly’ golf, not in professional or ‘serious’ golf. Tiger Woods is not given mulligans when he plays tournaments.”

“Mulligans are played only when expressly agreed upon by all partners in a friendly match, and are never allowed when the official rules are being followed (i.e., in a tournament or handicap round).”
