If I ever decided to do something unutterably evil in my political career just to benefit myself - say, if I were working in the state department and began advising “pre-emptive” war, the Guns and Roses cover of Sympathy for the Devil. To me, it’s all about evil that seems rational, even charismatic, but has that bit of gibbering insanity to it. The Imperial March would be good for political evil and insanity too, though.

I like “I Don’t Like Mondays” by the Boomtown Rats, for when I know I’m about to snap with frustration/anger but I can stop myself and laugh about it (a little).
When I feel so stressed out I think I could cry, I like “Holiday” by Jimmy Buffett (off the otherwise nearly dreadful “Banana Wind” album).
For its soothing effects, I’d throw on Dark Side of the Moon, specifically Us and Them (I prefer the Gilmour-era Floyd sound).
If you want some upbeat craziness (and I know you do), can’t go wrong with the Ramones’ Teenage Lobotomy, Operation Ivy’s The Crowd or Goldfinger’s version of 99 Red Balloons
